The Association as a participant in an important tax discussion

On April 1, a public-private dialogue meeting was held with the participation of the RA Ministry of Finance, the RA State Revenue Committee, the RA National Assembly Standing Committee on Economic Affairs, the Investment Council of Armenia, and representatives of the private sector. The Association's President Hermine Tovmasyan and Board Member Gohar Parsadanyan also took part in the meeting.
Topic of Discussion
Resolving the issue of VAT debit amount offset for taxpayers who transitioned from special tax regimes to the general system but did not submit a declaration for registration as VAT payers.
What Is Being Proposed
To include provisions in the draft amendments to the Tax Code that would allow:

• submission of the relevant declaration by the end of 2026,
• offsetting of VAT debit amounts.

Discussions will continue in the future with the aim of finding systemic solutions to prevent similar situations from arising again.
