On June 16, 2017, the regular session of the Social Council of Revenue Administration Reforms was held at the RA State Revenue Committee, which was attended by Vahagn Hambardzumyan, President of the Association of Accountants of Armenia. The program of measures for the second stage of tax and customs reforms was presented at the session. The issues of expansion of economic incentives for law-abiding taxpayers, the introduction of an automatic system of calculation of tax from the turnover of subjects in the electronic management system, and revision of the institute of administrative responsibility were discussed. The issue of increasing the liability measures applicable in case of violation of the rules of cash register operation was also actively discussed. In particular, it was suggested that a mechanism for videotaping the process of control purchases should be introduced to eliminate arbitrary manifestations.
As part of measures to reduce and prevent shadow turnover, it is planned to launch a “shadow passport”, and apply the procedure of “tax warehouse” for proper control of imports from EAEU countries. To facilitate the transfer of goods across the customs border, it is recommended that the fourth order of the “blue route” be used along with other routes. The head of the committee emphasized the active participation of the council in the reform process and stressed that at this stage, joint efforts should bring about a significant result. In turn, having positively assessed the results of the first round, representatives of state institutions expressed confidence that they have high hopes for the second round as well.
