Support Program for the Export of Cognac Alcohol

    BENEFICIARIES

    Beneficiaries shall be deemed to be legal entities and individual entrepreneurs that, during the periods from 28 June 2024 to 30 December 2024, from 1 April 2025 to 1 April 2026, and from 1 June 2026 to 1 June 2027, are entitled to sell additional batches of brandy spirits after the sale of 100,000 liters (calculated in terms of 100% alcohol) by producers of brandy spirits classified under code 220820890 of the Commodity Nomenclature of Foreign Economic Activity (CN FEA), as provided in Point 1.2 of Section 4 of the Table in Part 2 of Article 22 of the Law on Notification of the Conduct of Activities, and which:

    1. as of the working day preceding the date of submission of the application to the State Revenue Committee of the Republic of Armenia for obtaining a conclusion on the volumes of exported brandy spirits and the related tax liabilities, have no overdue liabilities in respect of revenues administered by the tax authority (excluding stamp duty); and

    2. have procured grapes during 2024, 2025, and 2026.

    CONTENT

    The purpose of the Program is to provide economic operators with temporary access to financial resources in order to enable them to respond to changing demand conditions, withstand external challenges, and continue their normal operations.

    An economic operator qualifying as a beneficiary shall be provided with support in an amount equivalent to the additional state duty of AMD 100 prescribed by the Law of the Republic of Armenia on State Duty and paid for obtaining the right to carry out the relevant activity, calculated in proportion to the volume of exported brandy spirits.

    The total amount of support provided during the period from 1 April 2025 to 1 April 2026 shall not exceed the product of:
    (a) the quantity of brandy spirits (calculated in terms of 100 percent alcohol) equivalent to the grapes procured in 2024 and 2025; and
    (b) AMD 100.

    For the purposes of this calculation, the quantity of brandy spirits equivalent to the procured grapes shall be determined on the basis that 11 kilograms of grapes are equivalent to one litre of brandy spirit (calculated in terms of 100 percent alcohol).

    Where an economic operator exports brandy spirits acquired from another economic operator, the corresponding quantity may be included in the total amount of support to be provided, provided that the economic operator also submits relevant information furnished by the seller of the brandy spirits confirming that grape procurement has been carried out in an amount equivalent to the quantity of brandy spirits sold.

    During the period from 1 June 2026 to 1 June 2027, an economic operator qualifying as a beneficiary under the Program shall be provided with support in an amount equivalent to the additional state duty of AMD 100 established by Paragraph 2 of Point 5.1 of the Table set out in Part 1 of Article 20.1 of the Law of the Republic of Armenia on State Duty, paid for obtaining the right to carry out the activity specified in Point 1.2 of Section 4 of the Table set out in Part 2 of Article 22 of the Law of the Republic of Armenia on Notification of the Conduct of Activities, calculated in proportion to the volume of exported brandy spirits.
